According to People Magazine, an analysis by the National Park Service has shown that the contractor selected for the job, Atlantic Industrial Coatings, is operating with a profit margin of about 20%, significantly above the 6% to 12% range typically seen in similar federal construction projects.

That higher margin adds roughly $850,000 to the overall contract value. The company’s bid, ultimately approved by the Park Service, totals about $13.1 million.

Officials reportedly justified the decision by pointing to the tight timeline for completing the project. However, this figure stands in contrast to earlier public estimates from Donald Trump, who previously suggested the renovation would cost between $1.5 million and $2 million.

Despite ongoing work, reports indicate the project has faced technical setbacks, including difficulties sealing long-standing gaps between concrete slabs at the bottom of the pool.

Attempts to fix the leaks in early testing reportedly failed, prompting the contractor and federal officials to explore alternative solutions.

John Hart, chief executive of the nonprofit Open the Books, said competitive bidding is standard practice for any responsible organization and warned that sole-source contracting “opens the door to extraordinary waste.”

He also noted that planning for the nation’s 250th anniversary has been decades in the making, suggesting there was ample time for better preparation.

Officials from the Interior Department, however, have defended the arrangement, saying the cost “reflects the effort necessary to expedite the timeline of completing the leak prevention coating project — more people, more materials, more equipment and longer hours ahead of our 250th.”

Funding for the Lincoln Memorial Reflecting Pool renovation is reportedly being drawn in part from $7 million in national park entrance fees, along with additional revenue from senior pass sales, according to The New York Times. The Interior Department has not disclosed the full amount contributed from those pass sales.

During a Cabinet meeting on May 27, Trump defended the project’s cost, arguing that the “Biden administration and the Obama administration spent hundreds of millions of dollars” on the pool without success.

He said the current effort would cost significantly less and described the work as focused on improving the surface with a thick, blue coating he referred to as “American Flag Blue.”

While the original completion date was set for May 22, Trump has since said the renovation is expected to be finished before July 4, in time for America 250 celebrations.

The broader project also includes plans for statues as part of the proposed National Garden of American Heroes in West Potomac Park, a long-term initiative tied to the semiquincentennial.

On social media, the reflecting pool project has become a topic of debate, and the latest analysis has only heightened the discourse.

Meanwhile, Trump has also been placing strong emphasis on his proposed White House ballroom, frequently referencing it alongside other major federal projects.

In recent weeks, he has publicly criticized officials, including a federal judge, a Senate official, and a local historian, whom he accuses of attempting to slow down construction.

On Monday, Trump also shared on social media a legal filing that echoed his own language, arguing that a recent shooting outside the White House campus highlighted the need for the project.

The filing, submitted by acting Attorney General Todd Blanche and other senior Justice Department officials, urged a federal judge to lift an order that could potentially halt construction, stating that blocking the project would be “tremendously harmful” to the United States.

According to The Washington Post, the document also criticized the National Trust for Historic Preservation, which has filed suit to stop the ballroom project, claiming the organization had lost congressional funding due to “a total lack of respect.”

Trump later posted the full filing on his Truth Social account, further amplifying the administration’s defense of the project.
