"For years- it felt like I was screaming at the river's edge - swim this way - swim this way…. but she wouldn't or couldn't leave the rapids."

Another commenter added, "I have to ask what a baby of 11 months was doing in that situation? After reading the reports, no child should be in active drug addict care," with Rosie replying, "I agree."

On getting to her home, police found Chelsea in an intoxicated state with her pupils dilated. When asked about the situation over the phone, Chelsea reportedly explained that she got into a verbal disagreement with her boyfriend, Jacob Nelund, who was inside the home with her son.

The officer on the scene stated that he tried to ask her more questions, but she was not being honest, adding: "This was a repeat of what happened a few weeks prior when I was at her house for a similar incident."

She was then detained, and the officer found a meth pipe with meth residue in her pocket, prompting him to check inside on the welfare of the baby, per In Touch.

Chelsea's Boyfriend Was At The Scene Of The Arrest

The officer's search for Chelsea's child led him to Jacob, who admitted to smoking a bowl earlier after officers found him with a marijuana pipe and dilated pupils.

"His facial features were sunken in, and he was missing some teeth. His muscle tone was very rigid and he seemed like he was flexing even though he was not. I asked him what other drugs he used today, and he said that he only smokes marijuana," the officer recalled.

However, Jacob's story did not convince the officers on the scene, who likened his reaction and physical appearance to meth usage.

Jacob also confessed to the cops that he got into a heated argument with Chelsea but locked himself in the bathroom when she wanted to get physical, after which she began banging on the door.

Law enforcement officers revealed they also found her 11-month-old in the home filled with meth pipes, feces, and garbage, prompting them to arrest her for child neglect.

"The inside of the home was disgusting; throughout the house, I saw rotten food, dirty moldy dishes, milk that stunk so bad it almost made me puke, dirty diapers, used female hygiene products, unclean underwear with feces and blood stains, and used razor blades on the floor," the statement read.

The officer continued that after a fruitless search in the bathroom, they proceeded to the child's room and found a blue box on the nightstand, which contained several hypodermic needles, including used ones with dried blood in them.

"Under a baby crib, I located a black and silver digital scale, some used gem bags with white residue, and a sharps container that had more used and unused hypodermic needles. In a clothes pile, I found a straw that had been cut off and burnt," the officer continued.

Child protective services were then invited to the scene and agreed that one of Jacob's friends be allowed to take the child.

The comedian's daughter was eventually released on bond after the first arrested but soon got into trouble a few weeks later when the police pulled her over during a drive.

The officer at the scene stated Chelsea could not maintain eye contact and when asked where she was headed, she became incoherent with her answer. Before adding that Chelsea proceeded to throw a meth pipe towards a river after the question, the officer wrote:

"I asked the passenger for ID, and he did not acknowledge me and kept looking straight. Chelsea was visibly nervous, shaking, and her forehead was covered in sweat. I asked Chelsea if there were illegal drugs in the vehicle."

Her attempt to discard the evidence failed as the pipe hit a fence and bounced back. After searching the vehicle, the officer found three used needles in the center console.

She was then arrested and transported to custody, but the staff would not take her until she was medically cleared. Several pills, including Oxycodone, Morphine Sulfate pills, and Hydrocodone, were discovered in her bra at the hospital where the medical clearance took place.

A hearing date has been set for next month for Rosie O'Donnell's daughter, Chelsea's dual drug-related arrest.
